When I try to install Publishing service on my second laptop it says that the service is installed but not working. What could be wrong?

Can you be more specific? Is it displaying an error, and if so, at what point (on install, on publishing, etc.)? Maybe a screen capture? Have you setup /ttg-be on the receiving end and authenticated the publisher's connection to your server?

It is when I try to add the publishing service via File - Manage plugin, which says that the service is installed but it does not work . Plugin Manager visible service but it is a red dot before.

Have you tried:
Removing Publisher from the Plug-ins Manager then Adding it again
Removing Publisher, closing and re-opening Lightroom, then adding Publisher again
re-extracting Publisher from the zip folder and re-installing
install TTG-CE4-Publisher.lrplugin manually by copying it directly to the ...Adobe/Lightroom/Modules/ folder (exact location depends on your OS)
trashing Lightroom's preferences file (which seems to cure all sorts of weirdness)

if none of those work, and we can't come up with a solution as to why the Plug-in Manager isn't working as it should, you could try asking over at Victoria Bampton's forum. The folks over there are a friendly and helpful bunch. And they know a ton about Lightroom in general.
