Over the years I have used CE4 then Backlight and all the updates since. In doing so, I had to install all these publisher plugins into LR. Should I keep all of them or just the latest? What about the older versions of the plugin used for some site designed with older versions?

The latest (Backlight) version of Publisher will overtake any instances of CE4 Publisher. Instead, you'll just see TTG Publisher in the Publish Services control pane in Lighroom, rather than TTG CE4 Publisher.
If you have old CE3 or CE2 versions of Publisher installed and you are no longer managing CE3 or CE2 sites, you can delete that version of Publisher.
