I presume that there is a setting to change the length of the pallet. Where would I find that setting?
CE4 placed the download icon on each thumbnail. Backlight places it under the right-most icon in photo display mode. Is it possible to add the download icon to each thumbnail again?

The left and right pallets are full-height. If you want to "box" things inside of the pallet, then you'll need to put them into a box yourself, for example wrap content in a DIV element.
If you want to display icons on the thumbnail grid, you can unhide them using custom CSS. I think it's unnecessary visual clutter. Images can be downloaded by Cmd-clicking the thumbnail image (Ctrl-click on Windows), which is far easier than clicking on tiny squares.
