I'm upgrading from CE2 to Backlight and not sure of a couple of things. Do I need to delete CE2 from Bluehost before I start? And can I build Backlight off line and then upload the completed sight, or build it online? Sorry if these are dumb questions.

It's written with converting a non-publisher based CE4 site in mind, but it's still applicable.
My suggestion would be to build your Backlight site online in a test folder or test subdomain, unless you're familiar with using one of the virtual servers like WAMP or MAMP. If you are, then you could build on your computer and upload.

CE4 Publisher based site migration is built-in into Backlight! All albums and albums sets are migrated, same for the cart.
