When in my digital download checkout i get a message "not available for download in this country" how can i make it available everywhere? Is this function in Backlight Designer or do I have to change the css code?

look in the Cart settings under Checking Out: Sell Digital Downloads to countries in Euro zone
css is for styling (appearance), not functionality
