you can hide that with custom css. Try:

a.pswp__share--permalink {
            display: none;
}

I'm wondering, what is the permalink button even for?

It's being picked up by search engines, and I'd rather just remove it (instead of hiding it).

What's generating it, and is there a way to control this?

It helps with SEO and provides an easy way for a customer to link to a specific image.

Other than hiding it with CSS, can it be removed entirely (with PHPPlugins)?

No, it cannot be removed.

The permalinks provide SEO benefits, act as a fallback should the visitor have JS switched off, and provides information for social media scrapes when images are shared, such as title and caption to properly full the share box.
