After discovering that you have to re-publish the whole set of images to make certain changes in an album, I decided to start fresh, with one album.
What setting controls the size of the thumbnail in the main page of a gallery set.
Not the gallery itself.
In the Design Template for the album set:
There is a setting under Thumbnail Grid for Thumbnail Max-width, but I can't see what it's changing.

It's currently set to 500, but doesn't seem to be that size. It also ill become smaller if you change the window size, which I want to prevent.
Edit:
It seems that the thumbnails are sized automatically for Album Sets. If this is true, is there a particular reason for that? You can specify them in other templates.
The scale up a bit when the window is enlarged, but they are too small for my purpose.

Well, it seems changing the Image Rendition in an Album template that is inside the Album set, seems to change the thumbnail in the Album Set.
Is this correct?
When I full screen the window, I can fit 6 thumbnails on the screen. My screen width is 1920 so that would make each one less than 320 wide.

This gets complicated due to the nature of a responsive page layout. Check what happens we you go narrow and then wide with the page. You'll see how the thumbnails will grow until the next column breakpoint.
You can set the number of column for the different page widths in your template under: Columns at Screen Breakpoints
You wont' see much of any difference until and unless you have a few column of thumbnails visible.
The size of the thumbnail is the size of the image that's created. The size of the "figure" you see on the page is based on the number of columns on the page.

unless you're using custom thumbnails, then the thumbnails are sourced from the albums within a set. So the size is set in the album template.

peter, I think if you lower the number of columns you'll get what you're asking for.
Look in the Columns at Screen Breakpoints of your template. That controls how many columns there will be for the width of the page. Fewer columns means larger thumbnails.
Set the entire range across all breakpoints. On the small screen of a phone in portrait mode just 1 or 2 is all that fits. You can test this by making your web page narrow and wide on your large computer screen. You can even resize the screen and watch how the thumbnail will dynamically resize, according to the number of columns you've set.

Yup that's it. Exactly what I needed to know.
Now my thumbs are doing what I expect... for now anyway
I know that the layout (Masonary, Classic etc. will change things too, but this is a big help.
