Album Sets

Is there a tutorial on what this is and how it's done?

I think that it's for creating a parent page with multiple child albums.

I want to create this page, and add child albums to it.

I see there is an option in LR to create an album set.

I tried to create an album using that, but it won't allow me to add images to it.

Album sets do not contain images, they contain albums.
Use them to organize your albums into logical groupings.
You can place an album set inside another album sets.

Create them the same way you create albums in Publisher. Just assign an album set template.
Then you can add albums to an album set. You can also drag and drop albums from one set to another within a Publisher instance.

If you use Lightroom Collections then you probably also use Collection Sets. Collection Sets and Album Sets are analogous.

So if I have already published an album that should be in a set, do I have to drag & drop that into an album set (in LR) and re-publish it?

Ah I see it's smart enough to just sort it out without re-uploading all the photos.
I think I have what I want!

Yup - I got my parent child figured out.
(If only I could figure out parent/child in the real world)
