Just trying out this new version http://pideja.ca/luc/ using Backlight 1.2.2 and although I think I installed everything correctly, I get no formatting.
What did I miss?

That looks like the standard Pangolin page. Have you created a new Pangolin-based page template yet?

I created a Pangolin - based page and I made some customizations, enough to see if the changes showed up. But the template does not show up in Publisher.

For your pages (home page, etc) be sure to assign the new page template to the pages you're creating.
For albums and album sets, be sure to create new templates and assign your new page template to your album and album set templates.
The only reason I can think of that a template is now showing up in Publisher is that it hasn't been created yet. Page templates will not show up in Publisher. Only album templates (for albums) and album set templates (for album sets)

And what is "Strict Width Enforcement"?

It enforces the max-width value on the entire design, including elements which would otherwise fill the full width of the browser.
