Backlight Admin Bug?

If I am logged in to backlight admin on my iPad Pro 12.9 there is no way to go to Publisher. The horizontal menus will not open. Only if I turn the iPad to portrait mode, the site changes to mobile view and I can go to Publisher over hamburger menu.

The admin is still structured as 'okapi' and so uses the old menu code, which assumes that anything over 1024-pixels wide has a mouse. One of the significant updates in 'pangolin' is overhauled, modernized navigation, functional on larger touch-screens.

So not a bug; just dated code.
