According to phplugins-pangolin-sample.php:
* ttg_footer_top
* - if return=false, the contents of the normal Backlight footer are skipped
* - called immediately within the footer section
* - encompasses the full contents of the footer section; can be used to replace those contents
When using return=false, the content of the backlight default footer should be skipped. This isn't the case for me. Does this work for anyone else? Thanks!

You need to disable the Bottom Pallet/Copyright in Designer > Footer.
The new structure has the footer div separate from the bottom pallet div.

I did already disable this, but the copyright notice persisted.
The current implementation doesn't really make sense in having both ttg_footer_top and ttg_footer_bottom as they are called one after the other and ttg_footer_top does disable any code.

Found the issue! The original copyright notice is still embedded in the page but there is a "height: 0;" that I had overwritten with my css.
