Is there a hook that will duplicate the Okapi behavior of placing items below the copyright?

use the ttg_footer_top hook to replace the footer.
You'll also need to disable the bottom pallet:
Under Footer: Bottom Pallet/Copyright
see this page for the location of all phplugins hooks: http://pangolin.barbeephoto.com/hook-locations-page/
you'll see that the ttg_footer_top and ttg_footer_bottom hooks come before the bottom pallet (which contains the copyright)
