Here is my CE4 website CyRichard.com
Before getting to work with backlight, I'd like to know if :
Will Backlight 1.1.1 be able to recreate this design or I should wait backlight 1.2. (home page was changed to top level galleries and I used modified css for the top level index.

should be able to get pretty close.
Just create a page, make it the "index" page and insert your "galleries" album set.

you might have to accept some differences between the CE4 album set design and Backlight's. But probably nothing that a little custom css can't help with.

At this point, you might hold out for the 1.2 update, coming very soon. And I wouldn't expect to get Backlight to exactly match the look of CE4. I reckon you could get them to look like they're a part of the same family, but they are fundamentally different things.

By the way, is there any time frame for stopping CE4 support? (I know there will be no more development).
On the backlight side, will we have to re-design our template as new versions comes or it should be smooth upgrade? (I remember lot of time upgrading from CE3 to CE4 ;-)

I would love to drop CE4 entirely, right now. But we've said we would support it at least for the duration of Lightroom 6 / CC 2015. Beyond that, whenever Adobe decides to drop their next big release, we have made no such promises, and I look forward to retiring it completely at that time.
We're now finishing up Backlight 1.2, including all new design modules. These will require redesigns, I hope for the last time. So if you're getting started with Backlight just now, I would spend my time on content -- publishing albums, authoring pages, etc. -- and wait for the 1.2 release before getting deep into visual design work.
In general, though, upgrades are far smoother with Backlight than was possible with the old, plugin-based system.
