To add CSS to Wordpress, you he better put in a children theme, in Backlight, or in a Phplugin?

I think you should only need to add any css to the custom css file being used by the page template that was used as the basis for the theme.
Give that a try first.

Using custom.css is definitely much easier. Adding your css to style.css of your child theme works too, but that's more complicated. Unless you have another need to create a child theme, I would just use custom.css.

Custom CSS is the best method, if not implementing other customizations. You'll want to make a child theme if tinkering with page modifications, such as reformatting the post loop, etc.
