1. The sort order that I've set in Lightroom does not match the sort order after I publish the galleries.
2. When I modify a file name in the Lightroom Library, the file name in the published upload does not reflect the change.
Do these two publishing problems suggest particular problem/solution?

Hi Stan, what settings are you using for ordering? The only Lightroom Ordering that works after initial Publishing is Custom Order.
To order automatically by file name, change the Photo Order setting for the Album in Publisher. When set to anything other than Managed By Lightroom, this overrides the ordering that Lightroom purports to provide in the collection settings.
