Our workflow has been that I set up the initial collection of images, my wife then reviews them and will mark ones she thinks should be removed. Occasionally I disagree and decide to leave one of her deletions in anyway.
With TTG Publisher, when she deletes and image, it goes into a "Deleted Photos to Remove" stack. I don't see any way to unmark it for deletion (or "undelete" it)?

Try this:
Make the album in question the Target Collection.
Right click on the image under "Deleted Photos to Remove" and choose "Add to Target Collection".

Very clever...!
I had tried that earlier, but just hit the 'B' key, which is the shortcut I normally use. That didn't work, but your right-click / add-to-collection does.
