can not find the place to change color

I want this area shown here in my site:

I am unable to find the color setting for this areas color.

in your page template: Page Layout > Page Background Color.
this will give you a solid color. If you want a gradient color like I have, you need to use custom css.

I am creating a site for someone else and for some reason, when I try to change the background color, nothing happens. It works fine for my own site. The problem site is www.inspirationsartists.com
The background currently shows as red, even though I have it set to white. I have cleared the template cache.

that site is using custom css that makes the background red. Disable custom css for that page template.
