Just type them in to the Album Title field in the create/edit album dialog in Publisher (not the Album field at the top of the dialog box, but the Album Title field in the Base Settings tab)

Probably because that field is used by Lightroom and the Backlight database and special characters probably mess up database entries.
It's not a front-facing field anyway. You're the only one who's going to see it.

Hi Paul, the first field is a fixed field in Lightroom publisher collections and Lightroom enforces the restriction. Our additional Title field was added to work around this limitation.
