What are benefits of Backlight over CE4? It is hard to tell from the galleries and documentation. Maybe a video tutorial of it being used would help?

One YUGE!! advantage is that you no longer need to put up with Lightroom's Web Module. Designing is quicker and more efficient and you can see the results instantly.
Custom css and phplugins is easier to implement.
And updates are less complicated. You no longer need to worry about updating Lightroom web engines. Most updates will involve uploading files to the server. And probably the occasional update to the Lightroom Publisher plug-in.

i'm not an expert in either CE4 or backlight. what i've seen of backlight while working with it today is that the sites are far faster and have a much more modern feel to them in terms of animation and responsiveness. The interface is different and I think (so far) a lot more accessible than CE4.
