I too had a system crash....

It has taken weeks to get the system rebuilt.  The photos and .xmp files were stored on a NAS raid server so I didn't lose the photos.
However, I have lost nearly all of the TTG environment.

I have the exported files from the web module that are on the hosted web server.
Is there anyway to use these to create the templates that were lost?

Unfortunately, no.

Did you happen to back up your Lightroom/ folder where all the web engines and web templates are stored? If so, you can simply replace the existing folder with the backed up one.

I also have catalog backups from before the crash, but did not have it configured to save presets to catalog.

That is a weakness of Lightroom: not backing up the Lightroom folder. That folder also contains all of your metadata, file naming, Export, Develop, Import and other presets. Also your preferences, watermarks, etc.

I have my backup program set to back that folder up every day. Just in case. I also occasionally copy the whole thing and put it on my laptop so that Lightroom on the laptop has access to all my plug-ins and templates.

Might not even be a bad idea to upload the whole folder to Cloud storage. It's not too huge.
