Can anyone help me with a suggestion on how to move publisher and its published Albums/index from one machine to another? I was hopping without uploading everything again?

Hi Patrick,
Your publish services should move with your catalog; you will need to install the plugin on the new machine, but your galleries should remain intact in the catalog.
If you're not moving the catalog, but instead wanting to migrate publisher from one catalog to another, then try the Lightroom Voyager plugin:
