In the publisher settings I want to make use of the file renaming option.
Using a template - that is working fine in all other cases for exporting or in other non TTG Publisher - all published images overwrite themselves with the same filename. So finally I have for example 10 images uploaded but they are all the same.
Any idea?

Do I really can not use a value for sequence or date.
In case of having only the customer defined text -> file renaming makes no sense
I want to use a customer defined text e.g. "test" followed by a consecutive number: test-001, text-002 and so on.
In every non TTG publisher this makes no trouble.

Rod is referring to using the File Renaming section of the Publisher settings. If you enable this section and include a sequential component then the published album will be broken. Using components other than sequence in the naming scheme is fine.
Note that this is not an issue with your file naming on disk. If your original photos are named sequentially then this isn't a problem. It's only renaming with sequencing during publishing that breaks.

That is exactly my question. What is the reason behind that? Any chance to remove this "limitation" in the future?

if you must have sequential file naming, then the best option is to use the Library Export, renaming as you wish, and choosing to add the exported images to the catalog. Then use these newly created images for the albums.

That has been my workflow at first. I hoped using the publisher I can save time.

If you can come up with a renaming scheme that doesn't involve sequential numbering, you still can.

Not fixable in Publisher. The LR SDK defaults to a single iteration through the photos to make a single rendition. Our Publisher makes multiple loops through the photos to produce multiple renditions (photos, thumbnails, etc.). Unfortunately, some of the functionality such as filename sequencing only functions correctly if you do things the LR way, i.e. produce only a single rendition.
We had originally disabled the File Renaming section for this reason, but decided to enable it so that it least non-sequential file renaming could be used.
