Discount in Cart - Not Global ?

Looking for a little help with Discounts.

If I set the discount rate in the Cart back end to 15% on all purchases over 100.00€ this is a global rule.
I want to offer a discount on certain products, not all, is there a way I've not thought of that someone else has could share with me?

Does this mean we need to have two carts installed in ttg-be?
