1. Have all of the components been updated?
2. Are there directions as to how to update each of the components? In the July update, I noticed that Publisher and TTG have "read me" files. But both July files are exactly the same as the read me files from the update in June.
3. How can I find the numbers (e.g. Publisher 2.3.0) that are assigned to each of the updated components?

look in the change logs for update instructions for Publisher, Cart, and CRG.
For the Lightroom plug-ins, it's always just to replace the plug-in.
The change logs also have the latest date of the update
To find the version numbers look in Site Info, right at the top.
for Publisher, ttg-be, Cart, and the online component of CRG, it's noted in ttg-be in the respective admin areas
