I am interested in purchasing this plugin, but for now do not need the client proofing, could use this plugin just like a gallery or in this case I buy the specific plugin (TTG EC4 Gallery)?

Sure. Just disable the Image Selection and Feedback features. You'll still have the Status Bar at the top but this can be removed with custom css.
But you won't have some of the features that CE4 Gallery has, like e-commerce

CE4 Gallery is intended for use as a standard gallery, while the client response gallery is intended for short term use for client feedback. You can sort of fake it, using the client response gallery as a standard gallery, but CE4 Gallery is developed to excel at that task.
