Is my understanding correct that when a Template is exported and uploaded it will use the currently selected photos, but these will not be needed for the uploaded collections/albums so they only need to be one or two pictures ? But can they be deleted of the server once the template has been uploaded or will the template still require them ?

Publisher Templates don't need any pictures at all. Once you've got your design settled you can export without any images. To do this, choose the Use Selected Images in the Toolbar and then deselect all images in the Filmstrip. You can also delete all images in the photos/ and thumbnails/ folders after export.
