I can't find anything about naming conventions for the Publisher API Key. What characters are acceptable? How long can it be?

I don't know that there is a limit to the number of characters.
As to the characters themselves, I'd stick to letters and numbers. Maybe dashes and underscores. I'd stay clear of symbols that have meaning in code, like extra quote marks, semi-colons, parentheses, brackets, etc.
Why not experiment and see what happens?

You should be able to use any type of character in the API Key. It's never passed as-is from Lightroom, so HTML-specific characters shouldn't trip it up.
