I have just run a quick try with Beta 6.1 Beta and things show up nicely in Lightroom, but when I create an album with the created template via publisher I only get an empty page. What could I have done wrong?

Because you have Shared Resources enabled, and this being in beta, the version of Pages with the necessary assets for sharing hasn't been released yet.
