Trying to set up my new website using bluehost. at some point I was able to log in via ttg-be/admin. but suddenly I get this error message:

By now I'm pulling my hair out. I did re-upload it via ftp after deleting it via my ftp client...

That's a server-side issue. I doubt that restarting your PC fixed it. Perhaps just a temporary glitch on your host?
