Mobile menu collapsible question

In CE3 there was a setting to have mobile navigation menu 'natural'. I used it that way in CE3. I usually have only one to three navigation links in my menu. On the iPhone it is always collapsed. Where I have one link, that is not efficient. Is there a way I can set it to non-collapsible. If I have a need for more than about three links, I would use the collapsible method.

the old CE3 navigation options are gone.
