I would like to publish a gallery with links to voice notes of the protagonists, is there any way or write code to make it so? example:

not possible with a standard album. At least not something easy to do. html doesn't work in the Caption and Metadata 1 and 2 fields in albums.
But you could try using Theater's Still Image presentation and place your code in the album copy. You'd need to create a separate album for each image and use the albums in an album set.
