TTG CE3 Viewport--Can't extend panels with Alt on Windows

i watched the video on Responsive Design, and it shows how to change the Window size by moving the left and right panels by holding the Alt key on Windows.

This does't work work for me.  Is this only on the Mac?  I've tried cycling through the F key, and different combos of the Shift, Control and Alt keys.

Any suggestions?

I think it's only on the Mac. Try resizing the LR window to get to the size you need.
