SOLVED : Shipping mode by defult for country default

For my country defult i only acces to the default shipping. But i have 3 differents shipping mode.
The customer must change the country to acces to the 3 differnets mode. I don t understand the logic.

I have solved the problem.
1. Cart setting : Tax on
2. Cart setting : Sales Tax Country
4. Shipping Methods : Edit each one
5. Shipping Methods : Region in my country

It may help somethink
