I removed all of the CE3 albums and album sets from rossdickinson.com from within Lightroom. Because of some broken links I had to manually delete some of the top level directories via FTP. I'm seeing some more residual CE2 CE3 things I should probably clean as well. I think fragments, galleries, photos, phpplugins, publisher, resources and thumbnails should also be removed as they were part of CE2 or CE3 which I am no longer using. Please confirm this for me.
Also could you point me to a document that covers what I need to do next. I've pieced together some information from different searches, but I'm not 100% comfortable in how to proceed.

There is no document. You should be able to simply copy everything from the test sub-folder into the root of your site:
backlight/
galleries/
index.php
.htaccess
Then log into Backlight and change the site URL in Settings. You may need to re-upload any images previously uploaded with the Backlight uploader.
And yes, you should remove previous TTG files.

Thank you Rod. My question involves having several other top-level galleries, Travel, Events and TBGO (a marching band we traveled with). Their publisher services point to, http://rossdickinson.com/1TestSite/backlight/publisher/. Will that get changed behind the scene, so to speak, when I make the changes to the Backlight settings for to Company and Site URLs?

they should. Remember to also change the api url in lightroom.
you might test it all first by copying over to another test sub-folder or sub-domain.
and be sure to leave your development site intact until you're sure everything is working as expected.
