I have CE3 with cart and I am considering upgrading to Backlight. It is my understanding that I will have to start from scratch and can't import any settings from CE3. I am trying to determine what improvements I will see if I spend the time creating a new website with Backlight. Your thoughts/comments will be appreciated.

You can migrate data from both CE3 and CE4 cart. This will pull in your products, schemes, orders, etc.
The docs just mention CE4 (need updating to add CE3) but the Backlight dashboard has a link to migrate CE3 Cart data as well.

Backlight offers many improvements, first of which is getting you out of the Web module. It's easier to manage and design your site, brings modernization, big mobile improvements, etc. CE4 was a huge step forward from CE3, and Backlight is a large step further, so you have much to gain.
