I have set up different prices for several print sizes.
in case 2 A3 prints are chosen the shipping cost should remain 6,99€, but the calculation is as follows: 2*6,99€=13,98€ - because of reaching the max limit shipping costs of 11,99€ are displayed.
I do not need min and max values, I only want to setup different shipping cost for different print sizes regardless how many prints the customers chooses
Any Idea how to achieve that?

Cart Admin > Pricing > Shipping Charges
For each product listed there's a "Show Additional Charges for Product" link. Try looking at that.

I tried editing your post to fix the syntax. It's still not showing. Might be because there's a space in the file name.

I've had a look at this. The maximum shipping applies to a product. The sizes you have are an attribute of the one product.
To have a fixed price for any number of a given product, you would need to split the print product of different attributes into multiple products. Instead of having this product:
You would have
A3 Print
A2 Print
A1 Print
To set a fixed price, then set the price-per-item, minimum and maximum to be equal within each product. See the following screenshots:
