Well I finally figured this out. If you go the uploaded images and right click on an image then in the drop down menu select 'open image in a new window' then in that new window you can see the image and the particulars about it. You can right click on the image and download it where ever you want.
AND you can use the link provided to reference it any where.

I only use those uploads for things like favicons and graphic mastheads. Otherwise, I upload any extra images I want to use (images inline with text) to a folder in the root I've named "img"

Uploaded Images are intended primarily for use in templates, which is why the function sits in the Designer > Templates directory.
If you do want to use them for other purposes, another way of discovering the link is by clicking on the Title of the image in the Uploaded Images page. That takes you to the image's properties page, which shows the full URL to the image as one of the details.
