CE4 Package to allow downloading of images

Hi, is CE4 Cart the only option if I want to allow people to download images?  I have gallery and response etc but not Cart and I want to allow people to download images. not concerned about adding a cost.

Just enable downloads in the the Gallery or CRG plug-in. If you're using Publisher you can have Publisher create the hi-res renditions.
