We´re offering photos of machines with LCD Displays. For any language the LCD Screen content differs. So we don´t need different language discriptions with one file, for the picture differs in any language, but do need different text on pages sourrounding catalog grid - and a not to complex menu structure (in first language we do have a total of about 35 catalogues in 9 Subcategories).
As far as I can see only a different ttg Server for each language and a different publisher setting in LR can solve this. But this would be a rather non elegant way to bring up and keep catalogues somewhat synchronized over all languages intended.
What´s the clever solution in this?

Using Publisher I don't think there's a way to do what you're trying to do. Each album is published separately so each has its own set of images.
That's just a limitation of Lightroom/publisher.
For multiple pages with galleries using images from the same source, a CMS like WordPress would be a better solution.
There is a Lightroom plug-in (with a companion WP plug-in) that can can upload and keep images synced between
Lightroom and WordPress. But you'd need a WordPress gallery plug-in to display the images.
