The menu bar appears on my desktop computer, but not on my Kindle Fire or iPad. I'm sure I've missed a setting, but can't seem to find where it would be. I've looked under the navigation, trays settings, and changed it to mobile, no change.

The menu bar should not appear on iPads unless you change the breakpoint to under 1024px.
However, as long as you've enabled navigation in a tray, the hamburger icon should appear in either the upper left or upper right of the page on mobile devices, depending on your page template settings.

In your template, under Navigation, Trays, make sure Display is: On Mobile
To designate which side of the page that hamburger icon will appear on small screens and mobile devices, In Page Layout, set Columns Layout to the side you want, even if you're using a One-column page layout (make sure it's not One Column, no Trays).

Well not teasing so much as looking ahead. When I overhauled the page module late in the beta, it was specifically to add functionality like this, so we should later be able to configure the standard-page module for full-screen Stage galleries, rather than having to ship Stage with an entirely separate page module. That' the notion, anyway. I have yet to reach the point of putting the concept to the test.
