Apologies if this has been asked before but is it possible to create a gallery via Publisher that does not require login? In other words - can I set it up so a client simply clicks on a link to access the gallery directly with no login required?

Yep. Disable client management when publishing the album. Of course, this will make it so that the client cannot save their feedback between sessions.
