I'm working on new designs for an upgrade into CE4.
I'm also playing around with the WordPress options for the first time - WordPress is totally new to me.
I have this idea for an About or Info/Services page, like this mock up here ...

Without major coding skills, is this a 'doable' design within Pages?
Or maybe Wordpress would be an option?

very doable in Pages. You'll need to use some basic html (and either some inline styling or custom css) in the Page Copy (md) field of your About page, but it's pretty easy to do.
Or you could do it in WordPress, if you don't want to mess with html and css. The WordPress text editor makes floating images left or right and aligning text left or right pretty easy, just like using a word processor.
