OK. I have successfully activated the custom css link in the phplugins for CE4. What does this mean for the css folder that is still hanging around from my CE3 installation? Do I remove it? Is it still being used?

some classes have changed from CE3 to CE4, (especially classes applied to navigation)
the only way the CE3 custom.css can be used is if you specifically reference it in your phplugins file like you've referenced the CE4 version
