Upgrading

I bought the CE3 bundle in 2013 but haven't been updating it since September, 2013. I'm using a Windows based machine with Windows 7. I remember how to add the software to the web galleries. But beyond that I don't know where to start to look for what I need to do. Could you direct me please?

If I were to upgrade, do I go from CE3 to CE4? If so, do I have to purchase CE4? or for CE3 uses is it a free upgrade to CE4.

CE4 is the only thing to upgrade to.
