My gallery loses its formatting when uploaded thru Publisher or Exported/Uploaded directly. Results are consistent in Chrome, Firefox and Safari after multiple page reloads. I have a feeling I am overlooking something obvious here but suggestions appreciated.

looks like you've checked the "Get shared resources from TTG_CE4 Pages" box in Output settings.
But you don't have a CE4-Pages site at the location that the gallery is looking:

Uncheck that box and re-upload your template.
