I added a photo to a Stage document using the "Page Image" section.
That photo is included in the "photos" folder of the template.
When I publish that using Publisher, the photo is not copied to the photo folder in the destination "gallery"
I deleted the gallery and republished, just to make sure and the problem still exists.

Note that the Page Image photo is NOT one of the photos selected when I publish, as I do not want it to be part of the slide show.
Any help would be greatly appreciated.

That photo is included in the "photos" folder of the template.
And the reference to it will be photos/your-photo.jpg. This works fine for the template, but the album you create won't have that same image in its photos/ folder unless you've also included that same photo in the album. But it's not in the album's photos/ folder. You can either include the image in the album when you create the album or upload it to the album's photos/ folder manually

A suggestion for a future release would be to have publisher copy any photos in the template's photos folder when it is publishing.

I guess this is not always the desired behaviour. You might want to use the same template with completely different photos. The file from template/photos will not be fitting in that context.

Plus, I don't think that's how Lightroom works.
Ben would have to do more database magic like he did to allow template text to be included in published albums and album sets.
