I installed all the 15 August updates. On iPhone and iPad, zoom still does not work.
Is there a setting that needs to be enabled (I could not find one).

make sure you're using the Touch presentation for mobile and have set Max Zoom to something greater than one.
To set this, temporarily change the desktop presentation to Touch as well, change the settings, then set Desktop back to the presentation you want.
Actually, I just tried that and the mobile page died. Give it a try and see if you get the same results. I've already emailed Matt about it.
