How do I get rid of "Note: orders with digital purchases may only be made through Paypal.", which appears at the very bottom of the cart. I do offer digital downloads, which is what I assume this refers to, so it makes no sense to have it at the bottom of the cart.

No, this is not enabled.
In the localisations, I tried to eliminate the text in the setting: TEXT_PAYPAL_ONLY - Note orders with digital purchases may only be made through Paypal. But BE Admin does not allow me to eliminate it.

Then use custom css. Use the Inspector to determine the selector for this element and apply display: none; to it.
