Center menu and nasthead graphic

I've searched and can't find an answer. A simple yes or no is fine and I'll move on.

Can I structure a CE4 pages home page with a graphic identity plate and menu items so they are centered?

currently reworking my website at http://wtgphotos.com/

center masthead: yes
center nav: yes (if single level navigation)

you can, I think, but it takes some custom coding.
