If I buy CE4 Cart. can I set up Ce4 Card so that the customers who bought a package deal with a number of pictures, only to pay for pictures beyond the number they have paid for.

If I take your meaning, then yes.
if you set up a package, the customer can pick pictures to fill the package. If they continue to pick pictures after that, those additional pictures will be added to the cart at the individual prices.
